Section 701(b) of title 5, United States Code, is amended— in paragraph (1)(H), by striking and at the end; in paragraph (2)— by inserting after guidance , ; and relief , by striking the period at the end and inserting ; and ; and by adding at the end the following: substantial evidence means such relevant evidence as a reasonable mind might accept as adequate to support a conclusion in light of the record considered as a whole. .
