There is authorized to be appropriated to the Secretary of Housing and Urban Development and the Secretary of the Treasury such sums as may be necessary to carry out this title, to remain available until expended. Not more than 10 percent of amounts appropriated under subsection

(a)may be used for administrative costs related to carrying out this title.
