Except as provided in subsection (b), this part and the amendments made by this part shall apply with respect to a State and contributing agencies within a State— beginning January 1, 2023, for State motor vehicle authorities; and beginning January 1, 2025, for all other contributing agencies. If a State certifies to the Commission not later than January 1, 2023, that the State will not meet the deadline described in subsection (a)(1) because it would be impracticable to do so and includes in the certification the reasons for the failure to meet such deadline, subsection (a)(1) shall apply to the State as if the reference in such subsection to January 1, 2023 were a reference to January 1, 2025 .
If a State certifies to the Commission not later than January 1, 2025, that the State will not meet the deadline described in subsection (a)(2) because it would be impracticable to do so and includes in the certification the reasons for the failure to meet such deadline, subsection (a)(2) shall apply to the State as if the reference in such subsection to January 1, 2025 were a reference to January 1, 2028 .
