Except as provided in subsection (b), this part does not apply with respect to an exempt State. The following provisions of this part apply with respect to an exempt State: Section 1015 (relating to payments and grants). Section 1017(e) (relating to enforcement). Section 1017(f) (relating to relation to other laws).
