Sec. 6. Recognizing exceptional performance and early adopters

The Director may establish 1 or more programs that, on an annual basis, recognize individuals and teams across the Federal workforce, the dedication of which supports— the early adoption of innovative customer experience tools or human-centered design practices by an agency to improve— performance; customer experience; or public communication; or the exceptional delivery by an agency of— results that aligns with the mission of the agency; customer experience; public communication; and the accountable stewardship of resources. A program established under subsection
(a)may involve a mechanism to foster participation in the recognition efforts of the program by— members of the general public; Federal employees; and members of Congress or congressional committees. A program established under subsection
(a)may include year-round and interactive public communication efforts to ensure that the achievements of individuals and teams recognized by the program are communicated to the public in a manner that— is compelling; is tailored to regional and demographic considerations; and emphasizes the breadth and scope of ongoing and exceptional efforts of the Federal Government to serve the public.
