To be eligible to receive a grant under section 4, an entity shall— be a national youth-serving organization with active chapters, affiliates, or subgrant recipients, that are community-based organizations (including such organizations that are facility-based organizations) in not fewer than 35 States; and provide programming focused on youth workforce readiness in an out-of-school-time program; and obtain approval of an application under section 6.
