Section 570 of Public Law 104–208 is amended— by amending subsection
(c)to read as follows: The President shall develop, in coordination with likeminded countries, a comprehensive, multilateral strategy to— support democratic governance and inclusive and representative civilian government, including by supporting entities promoting democracy in Burma and denying legitimacy and resources to the military junta; support organizations that represent the democratic aspirations of the people of Burma in the struggle against the military junta; impose costs on the military junta; secure the unconditional release of all political prisoners in Burma; promote genuine national reconciliation among Burma’s diverse ethnic and religious groups; provide humanitarian assistance to internally displaced persons in Burma, particularly in areas targeted by the military junta, and in neighboring countries for refugees from Burma; pursue accountability for atrocities, human rights violations, and crimes against humanity committed by the military junta or the Tatmadaw; and counter corrosive malign influence of the People’s Republic of China and the Russian Federation in Burma. ; and in subsection (d)— in the matter preceding paragraph (1), by striking six months and inserting year ; and by striking paragraphs
(1)through
(3)and inserting the following new paragraphs: progress towards inclusive, democratic governance in Burma; improvements in human rights practices and accountability for atrocities, human rights violations, and crimes against humanity committed by the Tatmadaw, or military junta of Burma; progress toward broad-based and inclusive economic growth; progress toward genuine national reconciliation; steps taken to impose costs on the military junta; progress made in advancing the strategy referred to in subsection (c); and actions by the People’s Republic of China or the Russian Federation that undermine the sovereignty, stability, or unity of Burma. . The amendments made by paragraph
(1)shall take effect on the date of the enactment of this Act and apply with respect to the first report required under subsection
(d)of section 570 of Public Law 104–208 that is required after the date of the enactment of this Act. The following provisions of law are hereby repealed: Subsection
(b)of section 804 of Public Law 101–246 . Section 6 of Public Law 104–45 . Subsection
(c)of section 702 of Public Law 96–465 ( 22 U.S.C. 4022 ). Section 404 of the Arms Control and Disarmament Act ( 22 U.S.C. 2593b ). Section 5 of Public Law 94–304 ( 22 U.S.C. 3005 ). Subsection
(b)of section 502 of the International Security and Development Cooperation Act of 1985 ( 22 U.S.C. 2349aa–7 ). Not later than 180 days after the date of the enactment of this Act, the Secretary of State and the Administrator of the United States Agency for International Development shall submit to the appropriate congressional committees a report that includes each of the following: A list of all reports described in subsection
(d)required to be submitted by their respective agency. For each such report, a citation to the provision of law under which the report is required to be submitted. The reporting frequency of each such report. The estimated cost of each report, to include personnel time costs. A report described in this subsection is a recurring report that is required to be submitted to Congress by the Department of State or the United States Agency for International Development, or by any officer, official, component, or element of each entity. In this section, the term appropriate congressional committees means the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives and the Committees on Appropriations of the Senate and the House of Representatives.
