Sec. 2003. Effective date and automatic execution of conforming changes to tables of sections, tables of contents, and similar tabular entries

Titles XXI through XXVII shall take effect on the later of— October 1, 2021; or the date of the enactment of this Act. When an amendment made by a provision of this division to a covered defense law adds a section or larger organizational unit to the covered defense law, repeals or transfers a section or larger organizational unit in the covered defense law, or amends the designation or heading of a section or larger organizational unit in the covered defense law, that amendment also shall have the effect of amending any table of sections, table of contents, or similar table of tabular entries in the covered defense law to alter the table to conform to the changes made by the amendment.
Paragraph
(1)shall not apply to an amendment described in such paragraph when— the amendment, or a separate clerical amendment enacted at the same time as the amendment, expressly amends a table of sections, table of contents, or similar table of tabular entries in the covered defense law to alter the table to conform to the changes made by the amendment; or the amendment otherwise expressly exempts itself from the operation of this section. In this subsection, the term covered defense law means— titles 10, 32, and 37 of the United States Code; any national defense authorization Act or military construction authorization Act that authorizes funds to be appropriated for a fiscal year to the Department of Defense; and any other law designated in the text thereof as a covered defense law for purposes of application of this section.
