Any interested party may file a request to have the President review the eligibility of Pakistan or Afghanistan under section 4(b) for the designation of Reconstruction Opportunity Zones under this Act. To carry out subsection (a), the President shall use the same procedures applicable to reviewing the eligibility of countries for designation as beneficiary developing countries under section 502 of the Trade Act of 1974 ( 19 U.S.C. 2462 ).
