Section 1402 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3101 ) is amended— by redesignating paragraphs
(8)and
(9)as paragraphs
(9)and (10), respectively; and by inserting after paragraph
(7)the following: accelerate the ability of agriculture and the food system of the United States to first achieve net-zero carbon emissions and then be carbon positive by removing additional carbon dioxide from the atmosphere; .
