The Department of State shall have primacy for all United States diplomatic engagements with regard to international energy affairs. The Secretary of State, as appropriate, shall coordinate with and use the technical expertise and resources of the Department of Energy, the Environmental Protection Agency, the Department of the Interior, and other relevant Federal agencies and departments in the planning and execution of United States foreign policy goals and objectives related to international energy affairs.
