The Cooperative Forestry Assistance Act of 1978 is amended by inserting after section 7A ( 16 U.S.C. 2103d ) the following: The Secretary shall establish a Forest Stewardship Practice Program (referred to in this section as the program ) to provide funding to carry out forest practices determined by the Secretary to increase carbon sequestration and storage on private forest land, including extended timber harvest rotations. The Secretary shall— establish a schedule of eligible forest practices and payment rates under the program, calibrated to forest type and other relevant considerations; and update the schedule established under paragraph
(1)annually with statistical sampling of projects funded under the program. In awarding funding under the program, the Secretary shall give priority to projects that incentivize the largest quantity of carbon sequestration and storage by— increasing timber harvest intervals; and removing less carbon during timber harvest operations. Of the funds of the Reforestation Trust Fund established under section 303 of Public Law 96–451 ( 16 U.S.C. 1606a ), the Secretary shall use not more than $1,000,000,000 for each fiscal year to carry out this section. .
