In addition to amounts otherwise made available, of the funds of the Reforestation Trust Fund established under section 303 of Public Law 96–451 ( 16 U.S.C. 1606a ), the Secretary of Agriculture shall use $100,000,000 for each of fiscal years 2021 through 2030 to carry out the community forest and open space conservation program established under section 7A of the Cooperative Forestry Assistance Act of 1978 ( 16 U.S.C. 2103d ).
