Section 9007 of the Farm Security and Rural Investment Act of 2002 ( 7 U.S.C. 8107 ) is amended— in subsection (c)— in paragraph (1)(A)— in clause (i)(II), by striking and at the end; in clause (ii)(III), by striking the period at the end and inserting ; and ; and by adding at the end the following: loan guarantees and grants to agricultural producers, rural small businesses, and farmer-owned cooperatives to carry out solar projects that include the creation of pollinator habitat. ; by redesignating paragraphs

(3)through (5), respectively; by inserting after paragraph
(1)the following: In providing loan guarantees and grants under paragraph (1)(A), the Secretary shall give priority to solar projects that include the creation of pollinator habitat. ; and in subparagraph
(A)of paragraph
(4)(as so redesignated)— by striking The amount and inserting the following: Except as provided in clause (ii), the amount ; and by adding at the end the following: The amount of a grant under paragraph (1)(A)(iii) shall not exceed 60 percent of the cost of the activity carried out using funds from the grant, including the cost of the creation of a pollinator habitat. ; and in subsection (f)— in paragraph (1)— in subparagraph (D), by striking and at the end; in subparagraph (E), by striking for fiscal and all that follows through the period at the end and inserting for each of fiscal years 2014 through 2020; ; and by adding at the end the following: $500,000,000 for fiscal year 2021; $1,000,000,000 for fiscal year 2022; $2,000,000,000 for fiscal year 2023; and $3,000,000,000 for each of fiscal years 2024 through 2030. ; and by adding at the end the following: Of the funds made available under paragraph
(1)for each fiscal year, the Secretary shall allocate— 5 percent to provide assistance under this section to socially disadvantaged farmers and ranchers (as defined in section 2501(a) of the Food, Agriculture, Conservation, and Trade Act of 1990 ( 7 U.S.C. 2279(a) )); and 5 percent to provide assistance under this section to beginning farmers and ranchers (as defined in that section ( 7 U.S.C. 2279(a) )). .
