That the President of the United States is requested to transmit to the House of Representatives, not later than 14 days after the date of adoption of this resolution, copies of any document, record, audio recording, memorandum, call log, correspondence (electronic or otherwise), or other communication in his possession, or any portion of any document, record, audio recording, memorandum, call log, correspondence (electronic or otherwise), or other communication, that refers or relates to the following:
Communication or coordination between the personnel of the Executive Office of the President and the personnel of the National Telecommunications and Information Administration with respect to— the Connecting Minority Communities Pilot Program established under section 902 of division N of the Consolidated Appropriations Act, 2021 ( Public Law 116–260 ; 47 U.S.C. 1306 ); the Tribal Broadband Connectivity Program established under section 905(c) of the Consolidated Appropriations Act, 2021 ( Public Law 116–260 ; 47 U.S.C. 1306 ), and any amendments made to such program under section 60201 of the Infrastructure Investment and Jobs Act ( Public Law 117–58 ); the Broadband Infrastructure Program established under section 905(d) of the Consolidated Appropriations Act, 2021 ( Public Law 116–260 ; 47 U.S.C. 1306 ); the Broadband Equity, Access, and Deployment Program established under section 60102(b) of the Infrastructure Investment and Jobs Act ( Public Law 117–58 ; 47 U.S.C. 1702 ), including any communication or coordination relating to— the definition of reliable broadband service; rate regulation; the definition of unserved areas that may be served by fixed wireless using unlicensed spectrum; and use of the maps of the Federal Communications Commission, as required by section 802(c)(2) of the Communications Act of 1934 ( 47 U.S.C. 642(c)(2) ) in order to make funding determinations; the State Digital Equity Capacity Grant Program established under section 60304 of the Infrastructure Investment and Jobs Act ( Public Law 117–58 ; 47 U.S.C. 1723 ); the Digital Equity Competitive Grant Program established under section 60305 of the Infrastructure Investment and Jobs Act ( Public Law 117–58 ; 47 U.S.C. 1724 ); or the program established under section 60401(c) of the Infrastructure Investment and Jobs Act ( Public Law 117–58 ; 47 U.S.C. 1741 ) to make grants available for the construction, improvement, or acquisition of middle mile infrastructure.
Communication or coordination between the personnel of the Office of Vice President and the personnel of the National Telecommunications and Information Administration and the personnel of the Federal Communications Commission relating to Federal broadband policy since the President’s announcement on April 28, 2021, to a joint session of Congress that he asked Vice President Kamala Harris to lead efforts to close the digital divide. Communication or coordination between the personnel of the Executive Office of the President and the personnel of National Telecommunications and Information Administration, the Federal Communications Commission, the Department of Education, or the Department of Agriculture relating to overlap or duplication, or the potential for overlap or duplication, among programs that support broadband.
