(d)(and redesignating subsequent subsections accordingly)— The Secretary shall support education and outreach activities to disseminate information and promote public understanding of building technologies and the building technologies workforce. The Secretary shall carry out a research, development, and demonstration program on tools, technologies, and practices to reduce energy use and emissions in new and existing residential buildings, in partnership with industry entities. .
