Section 20(a) ( 16 U.S.C. 973r ) is amended by striking section 20(a), including paragraphs

(1)and (2), and inserting in its place:

(a)There are authorized to be appropriated such sums as may be necessary for carrying out the purposes and provisions of the Treaty and this title. .
