In this Act: The term clean hydrogen means hydrogen produced from any source that results in a significant reduction in lifecycle greenhouse gas and criteria air pollutant emissions compared to conventional fuel options. The term Department means the Department of Energy. The term eligible entity means— an institution of higher education, including historically Black colleges and universities, minority-serving institutions, Hispanic-serving institutions, Tribal colleges or universities, emerging research institutions, and community colleges; a National Laboratory (as such term is defined in section 2 of the Energy Policy Act of 2005 ( 42 U.S.C. 15801 )); a Federal research agency; a State research agency; a research agency associated with a territory or Freely Associated State; a nonprofit research organization; a private sector entity; any other entity, as determined by the Secretary; or a consortium of two or more entities described in subparagraphs
(A)through (F). The term Hispanic-serving institution has the meaning given such term in section 502(a) of the Higher Education Act of 1965 ( 20 U.S.C. 1101a(a) ). The term historically Black college or university has the meaning given the term part B institution in section 322 of the Higher Education Act of 1965 ( 20 U.S.C. 1061 ). The term hydrogen carrier means a substance that meets one or both of the following descriptions: Molecules that have been synthesized from hydrogen. Reversible liquid, solid, or gas chemical states that store hydrogen in a state other than as free hydrogen molecules. The term hydrogen-related technologies means technologies relating to the production, purification, distribution, storage, and use of hydrogen for heat, stationary power, transportation, industrial chemical feedstocks, or energy storage, including fuel cell technologies. The term institution of higher education has the meaning given such term in section 101(a) of the Higher Education Act of 1965 ( 20 U.S.C. 1001(a) ). The term minority-serving institution includes the entities described in any of paragraphs
(1)through
(7)of section 371(a) of the Higher Education Act of 1965 ( 20 U.S.C. 1067q(a) ). The term Secretary means the Secretary of Energy. The term Tribal college or university has the meaning given such term in section 316(b) of the Higher Education Act of 1965 ( 20 U.S.C. 1059c(b) ).
