Section 518 of the Federal Water Pollution Control Act ( 33 U.S.C. 1377 ) is amended— in subsection (c)(2), by striking 0.5 percent and not more than 2.0 percent and inserting 5 percent ; and in subsection (f), in the second sentence, by striking subsection
(d)of this section and inserting subsection
(e). Section 1452(i)(1) of the Safe Drinking Water Act ( 42 U.S.C. 300j–12(i)(1) ) is amended— in the second sentence, by striking Except as and inserting the following: Except as ; and by striking the paragraph designation and heading and all that follows through may be used by the Administrator in the first sentence and inserting the following: Notwithstanding any other provision of law, not less than 5 percent of the amounts made available for each fiscal year to carry out this section shall be used by the Administrator .
