Nothing in this Act may be construed to— limit any authority or responsibility of the United States Trade Representative relating to the establishment or implementation of the trade policies of the United States (including under section 141 of the Trade Act of 1974 ( 19 U.S.C. 2171 )); or transfer any such authority or responsibility to the Administrator of the United States Agency for International Development.
