It is the sense of Congress that the United States Government should appropriately prioritize the review of excess defense article transfers to Taiwan. Not later than 90 days after the date of the enactment of this Act, the President shall— develop a 5-year plan to appropriately prioritize excess defense article transfers to Taiwan; and submit a report to the appropriate committees of Congress that describes such plan. The United States Government shall coordinate and align excess defense article transfers with capacity-building efforts of Taiwan.
Section 516(c)(2) of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2321j(c)(2) ) is amended by striking and to the Philippines and inserting , to the Philippines, and to Taiwan . With respect to the transfer of excess defense articles under section 516(c)(2) of the Foreign Assistance Act of 1961, as amended by paragraph (1), Taiwan shall receive the same benefits as the other countries referred to in such section.
