Section 4 of title 3, United States Code, is amended— by striking by law and inserting by laws duly enacted prior to the day fixed by section 1 of this title for the appointment of electors ; and by adding at the end the following new sentence: Vacancies occurring after the day fixed by section 1 of this title for the appointment of electors shall be filled only by alternative electors appointed under State law pursuant to this section. .
