Notwithstanding subchapter B of chapter 1 of subtitle D of title XII of the Food Security Act of 1985 ( 16 U.S.C. 3831 et seq. ), the Secretary of Agriculture may not enroll land in the conservation reserve program established under that subchapter during the 1-year period beginning on the date of the enactment of this Act. Subsection

(a)does not apply to land that, on the date of the enactment of this Act, is subject to a contract entered into under the conservation reserve program described in such subsection.
