Section 406(a) of the Federal Election Campaign Act of 1971 ( 52 U.S.C. 30145(a) ) is amended— by striking
(a)and inserting (a)(1) ; and by adding at the end the following new paragraph: No person shall be subject to a civil penalty for any violation of title III of this Act unless the proceeding is initiated in accordance with section 309 not later than 5 years after the date on which the violation occurred. . The amendment made by subsection
(a)shall apply with respect to violations occurring on or after the date of the enactment of this Act.
