The Under Secretary shall seek to acquire sufficient high-performance computing resources and capacity for research, operations, and data storage in support of the program established under section 3(a). In acquiring high-performance computing capacity under subsection (a), the Under Secretary shall consider requirements needed for— the transition of research and testbed developments into operations; and skilled workforce development.
