Section 3(a) of the Global Food Security Act of 2016 ( 22 U.S.C. 9302(a) ) is amended— in paragraph
(3)to read as follows: increase the productivity, incomes, and livelihoods of small-scale producers, especially women, by working across the food system and agricultural value chains, including through— enhancing local capacity to manage agricultural resources effectively and expanding producer access to local and international markets; increasing the availability and affordability of high quality nutritious and safe foods, and sustainable clean water; creating sustainable entrepreneurship opportunities related to agriculture and food systems, including among youth populations, linked to local, regional and international markets; and enabling partnerships to facilitate the development of new agricultural technologies to support more resilient and productive agricultural practices; ; in paragraph (4), by adding at the end before the semicolon the following: , particularly in the face of conflict and increasing environmental shocks and stresses ; in paragraph (6)— by inserting after women the following: , adolescent girls, ; by inserting after child stunting the following: and incidence of wasting ; and by adding at the end before the semicolon the following: and nutrition, especially during the first 1,000-day window until a child reaches 2 years of age ; in paragraph (7)— by inserting after science and technology, the following: the environment, ; and by striking nutrition, and inserting , including nutrition, deworming, ; in paragraph (8), by striking and at the end; by redesignating paragraph
