Not later than 180 days after the date of the enactment of this Act, the Director of National Intelligence and the Under Secretary of Defense for Intelligence and Security, in coordination with the heads of other elements of the intelligence community, shall submit to the congressional intelligence committees a report on the implementation by the intelligence community of Executive Order 13556, regarding controlled unclassified information. It is the sense of Congress that— during the period when the National Security Council conducts a review of the dissemination controls with respect to national security information, the elements of the intelligence community should pause the implementation of Executive Order 13556; and Executive Order 13556 should be repealed.
