For necessary expenses associated with cotton classing activities pursuant to 7 U.S.C. 55 , to include equipment and facility upgrades, and in addition to any other funds made available for this purpose, there is appropriated $4,000,000, to remain available until September 30, 2024: Provided , That amounts made available in this section shall be treated as funds collected by fees authorized under Mar. 4, 1923, ch. 288, §5, 42 Stat. 1518, as amended ( 7 U.S.C. 55 ).
