Not later than 1 year after the date of enactment of this Act, the Secretary of the Army, acting through the Chief of Engineers, shall publish in the Federal Register a final rule, pursuant to section 5032 of the Water Infrastructure Finance and Innovation Act of 2014 ( 33 U.S.C. 3911 ), to carry out such Act ( 33 U.S.C. 3901 et seq. ).
