Not later than 1 year after the date of enactment of this Act, and every two years thereafter until 2032, the Comptroller General of the United States, in consultation with the Administrator, shall make publicly available a report that— provides information on the total annual recycling and composting rates reported by all Federal agencies; provides information on the total annual percentage of products containing recyclable material, compostable material, or recovered materials purchased by all Federal agencies, including— the total quantity of procured products containing recyclable material or recovered materials listed in the comprehensive procurement guidelines published under section 6002(e) of the Solid Waste Disposal Act ( 42 U.S.C. 6962(e) ); and the total quantity of compostable material purchased; includes recommendations, as appropriate, for updating— the comprehensive procurement guidelines published under section 6002(e) of the Solid Waste Disposal Act ( 42 U.S.C. 6962(e) ); and the environmentally preferable purchasing program established under section 6604(b)(11) of the Pollution Prevention Act of 1990 ( 42 U.S.C. 13103(b)(11) ); and describes the activities of each Federal agency that promote recycling or composting.
