Not later than 180 days after the date of enactment of this Act, the Secretary of Energy shall submit to Congress a report containing the results of a study on the feasibility of a nationwide air conditioner recycling and rebate program for more energy efficient home cooling systems. The report submitted under subsection
(a)shall include— an analysis of the ability of a program described in such subsection to reduce greenhouse gas emissions and to promote energy savings and efficiency; recommendations on how to promote access to such a program for low-income households, persons with disabilities, senior citizens, and residents of rural areas; and an analysis of the potential economic impacts of providing rebates under such a program for the purchase of Energy Star certified or more energy efficient home cooling systems for low-income households, persons with disabilities, senior citizens, and residents of rural areas.
