Not later than one year after the date of the enactment of this Act, the Inspector General of the Department of Veterans Affairs, in coordination with the Secretary of Defense, shall submit to Congress a report on how the procedures outlined in M21-1 III.ii.2.F.1. of the Adjudication Procedures Manual of the Department of Veterans Affairs are followed in assisting veterans obtain or reconstruct service records and medical information damaged or destroyed in the July 1973 fire at the National Processing Records Center. The report under subsection
(a)shall include the following elements: The determination of the Inspector General whether employees of the Department of Veterans Affairs receive sufficient training on such procedures. The determination of the Inspector General whether veterans are informed of actions necessary to adhere to such procedures. The percentage of cases regarding such service records and medical information in which employees of the Department of Veterans Affairs follow such procedures. The average time it takes to resolve an issue using such procedures. Recommendations to improve the implementation of such procedures.
