Section 2883(h) of the Military Construction Authorization Act for Fiscal Year 2021 ( Public Law 116–283 ; 10 U.S.C. 1781b note) is amended by adding at the end the following new paragraphs: In establishing a scorecard under this subsection, the Secretary of the military department concerned shall coordinate with the Secretary of Defense to ensure consistency among the military departments. The methodology and criteria for establishing each scorecard under this subsection shall be published in the Federal Register for public comment. .
