Sec. 738. Housing first report

The Secretary of Housing and Urban Development shall, not later than 180 days after the date of the enactment of this section, submit to the Financial Services Committee of the House of Representatives and the Banking, Housing and Urban Affairs Committee of the Senate, a report about the effectiveness and success of housing first policies in addressing homelessness by connecting homeless individuals with housing and voluntary services. The report required under subsection
(a)shall include findings made by the Secretary of Housing and Urban Development with respect to the barriers that people experiencing homelessness face when attempting to secure permanent housing. In this section, the term housing first policy means a policy that prohibits conditioning the provision of housing assistance for an individual or family on— individual or family participation in supportive services, such as counseling, job training, or addiction treatment, for such individual or family; or such individuals or family meeting certain prerequisites, including employment, sobriety, or lack of drug use.
