Section 1044a of title 10, United States Code, is amended by adding at the end the following new subsection: A person named in subsection
(b)may exercise the powers described in subsection
(a)through electronic means, including under circumstances where the individual with respect to whom such person is performing the notarial act is not physically present in the same location as such person. A determination of the authenticity of a notarial act authorized in this section shall be made without regard to whether the notarial act was performed through electronic means. A log or journal of a notarial act authorized in this section shall be considered for evidentiary purposes without regard to whether the log or journal is in electronic form. .
