Sec. 381. Accountability for military working dogs

Chapter 50 of title 10, United States Code, is amended by adding at the end the following new section (and conforming the table of sections at the beginning of such chapter accordingly): The Secretary of Defense shall require that each covered contractor submit to the Under Secretary of Defense (Comptroller), on an annual basis for the contract period, a report containing an identification of— the number of military working dogs that are in the possession of the covered contractor and located outside of the continental United States in support of a military operation, if any; and the primary location of any such military working dogs.
The Under Secretary of Defense (Comptroller) shall issue guidance on the annual reporting requirement under paragraph
(1)for purposes of carrying out this section. Not later than March 1, 2023, and on an annual basis thereafter, the Secretary of Defense shall submit to the congressional defense a committees a report on the implementation of this section. The term covered contractor means a contractor of the Department of Defense the contract of which the Secretary determines involves military working dogs. . The amendments made by subsection
(a)shall apply with respect to contracts entered into on or after the date of the enactment of this Act. Not later than 180 days after the date of the enactment of this Act, the Under Secretary of Defense (Comptroller) shall issue the guidance specified in section 995(a)(2) of title 10, United States Code, as added by subsection (a). Not later than 2 years after the date of the enactment of this Act, the Secretary of Defense shall issue regulations to prohibit the abandonment of military working dogs used in support of a military operation outside of the continental United States.
