Notwithstanding section 4141 of title 10, United States Code, the Secretary may provide assistance through contracts, cooperative agreements, and grants to— the University of Missouri to conduct economic analyses and other academic research to improve water management, enhance flood resiliency, and preserve water resources for the State of Missouri, the Lower Missouri River Basin, and Upper Mississippi River Basin; and Oregon State University to conduct a study on the associated impacts of wildfire on water resource ecology, water supply, quality, and distribution in the Willamette River Basin and to develop a water resource assessment and management platform for the Willamette River Basin.
