Not later than March 1, 2023, the Secretary of Defense, acting through the Director of the Missile Defense Agency, shall submit to the congressional defense committees a comprehensive layered strategy to use asymmetric capabilities to defeat hypersonic missile threats. The strategy under subsection
(a)shall— address all asymmetric capabilities of the United States, including with respect to— directed energy, as described in section 1664 of the National Defense Authorization Act for Fiscal Year 2022 ( Public Law 117–81 ; 10 U.S.C. 205 note) and including short-pulse laser technology; microwave systems; cyber capabilities; and any other capabilities determined appropriate by the Secretary and Director; and identify the funding required to implement the strategy during the period covered by the future-years defense program submitted to Congress under section 221 of title 10, United States Code, in 2023.
