Section 541 of the Coast Guard Authorization Act of 2016 ( Public Law 114–120 ) is amended— in subsection (b)(2) by striking BSNC and inserting the following: BSNC (to serve as Council Chair). The Denali Commission. An oil spill removal organization that serves the area in which such Port is located. A salvage and marine firefighting organization that serves the area in which such Port is located. ; and in subsection (c)— in paragraph (1)— in subparagraph
(B)by striking the semicolon and inserting ; and ; by striking ; and and inserting the following: at Point Spencer in support of the activities for which Congress finds a compelling need in section 531 of this subtitle. ; and by striking subparagraph (D); and by striking paragraph
(3)and inserting the following: Facilitate coordination among members of the Council on the development and use of the land and coastline of Point Spencer, as such development and use relate to activities of the Council at the Port of Point Spencer. .
