Not later than 1 year after the date of enactment of this Act, the Administrator of the Federal Emergency Management Agency shall develop criteria to assess damage caused by a harmful algal bloom and submit to Congress a report describing such criteria. In developing the criteria under subsection (a), the Administrator shall take into consideration the economic effects of harmful algal blooms.
