Notwithstanding any other provision of law, the President shall take such actions as may be necessary to prohibit the importation of petroleum, natural gas, petrochemicals, and coal from the Russian Federation and the Republic of Belarus. The President shall promulgate such regulations as may be necessary and appropriate to carry out this section.
