Section 1298 of the National Defense Authorization Act of 2017 ( 22 U.S.C. 7114 ) is amended as follows: In subsection (g)(2), by striking 2020 and inserting 2026 . In subsection (h)(1), by striking Not later than September 30, 2018, and September 30, 2020 and inserting Not later than September 30, 2022, and September 30, 2026 . All grants shall be awarded on a competitive basis.
