A government entity may not use a channel of interstate commerce to disclose the personal information of an individual in a government record without an agreement prohibiting the recipient of such information from selling the information without the express consent of the individual. Notwithstanding subsection (a), nothing in this section shall prohibit the disclosure of personal information using a channel of interstate commerce to another government entity without consent of the individual.
