The purposes of this title are— subject to valid existing rights, to withdraw certain Federal land in the Thompson Divide area from mineral and other disposal laws in order to protect the agricultural, ranching, wildlife, air quality, recreation, ecological, and scenic values of the area; and to promote the capture of fugitive methane emissions that would otherwise be emitted into the atmosphere— to reduce methane gas emissions; and to provide— new renewable electricity supplies and other beneficial uses of fugitive methane emissions; and increased royalties for taxpayers.
