Nothing in this part may be construed to authorize a government to burden the right to vote in elections for Federal office. Nothing in this part shall be construed to alter any rights existing under a State constitution or the Constitution of the United States, or to limit any remedies for any other violations of Federal, State, or local law. Nothing in this subtitle shall be construed as affecting section 1703 of this Act (relating to rights of citizens). The definitions set forth in section 3404 shall apply only to this part and shall not be construed to amend or interpret any other provision of law.
