In addition to amounts otherwise available, there is appropriated to the Secretary of for fiscal year 2022, out of any money in the Treasury not otherwise appropriated, to remain available through September 30, 2026— $100,000,000 to carry out the program elements described in subparagraphs
(A)through
(C)of section 2001(a)(2) of the Energy Act of 2020 ( 42 U.S.C. 16281(a)(2) ); $500,000,000 to carry out the program elements described in subparagraphs
(D)through
(H)of that section; and $100,000,000 to carry out activities to support the availability of high-assay low-enriched uranium for civilian domestic research, development, demonstration, and commercial use under section 2001 of the Energy Act of 2020 ( 42 U.S.C. 16281 ). To the maximum extent practicable, the Department of Energy shall, in a manner consistent with section 989 of the Energy Policy Act of 2005 ( 42 U.S.C. 16353 ), use a competitive, merit-based review process in carrying out research, development, demonstration, and deployment activities under section 2001 of the Energy Act of 2020 ( 42 U.S.C. 16281 ). The Secretary may use not more than 3 percent of the amounts appropriated by subsection
(a)for administrative purposes.
