Section 4(a) of the Foreign Agents Registration Act of 1938 ( 22 U.S.C. 614(a) ) is amended— by striking or circulated among two or more persons and inserting to any other person ; and by striking the period at the end and inserting the following: , together with the name of each original recipient of the materials and the date on which the materials were transmitted. .
