Sec. 106005. Prohibition on large scale transportation of sodium cyanide briquettes for mining purposes in the United States

The Secretary of Commerce, in coordination with the Secretary of Transportation and the Secretary of Homeland Security, shall— not later than 90 days after the date of enactment of this Act, issue an interim final rule that is effective not later than 30 days after publication in the Federal Register that bans the transportation of sodium cyanide briquettes for mining purposes in the United States, unless such sodium cyanide briquettes are packaged and transported in ISO steel containers and in accordance with the material’s authorized packaging and transportation requirements under parts 171 through 180 of title 49, Code of Federal Regulations; and complete, not later than 1 year after the date of enactment of this Act, a rulemaking investigating and evaluating the impact on the supply chain, competitiveness, national security, labor, and safety implications of the transportation of sodium cyanide briquettes for mining purposes in the United States using a transportation method other than ISO steel containers, in accordance with the material’s authorized packaging and transportation requirements.
