The Secretary of State, in coordination with the Attorney General, shall offer to provide technical assistance to establish legislative and regulatory frameworks to combat the bribery of foreign public officials consistent with the principles of the OECD Convention on Combating Bribery of Foreign Public Officials in International Business Transactions to the governments of countries— that are partners of the United States; that have demonstrated a will to combat foreign corrupt practices responsibly; and for which technical assistance will have the greatest opportunity to achieve measurable results.
Not later than 90 days after the date of enactment of this Act, the Secretary of State shall submit a strategy for carrying out the activities described in subsections
(a)to the appropriate congressional committees. In formulating the strategy described in subsection (b), the Secretary of State shall coordinate with the Attorney General. Not later than 180 days after the date of enactment of this Act, and every 180 days thereafter for five years, the Secretary of State shall provide a briefing regarding the activities described in subsection
(a)and the strategy submitted under subsection
(b)to the appropriate congressional committees.
