The Secretary of Health and Human Services may waive penalties and administrative requirements in title XXVI of the Public Health Service Act for awards under such title from amounts provided under the heading Department of Health and Human Services—Health Resources and Services Administration in this or any other appropriations Act for this fiscal year, including amounts made available to such heading by transfer.
